Oh dear. This seems to be getting a little foggy. Thank you very much for replying. It is more than the Children Services or their complaints department will do.
To answer your second point first.
You say "You presented the address of the council which is good but there is still no name of the council. Biston Borough Council does not look at Social Services complaints and this was the only name mentioned in your original complaint to the Local Government Ombudsman."
I think Biston is in Sumshire and if Biston "does not look at Social Services complaints" I guess it will be the Sumshire County Council. But surely you know things like that. Forgive me for being a bit dismayed. Perhaps I am assuming something incorrectly. I thought you would have the official addresses and know which council administers the Social Services Children Services for Biston. From the Statutory Complaints Procedure photocopy I have the head office for the Complaints Officer is Sumshire Social Services, Plantation House, Plantation Street, Chainton, AZ1 1ZA. I really hope this is the address you want. I assume this is the Sumshire County Council but how would I know?

What I know is that I complained first in a letter as suggested by Obelix Mahjong 22 October 2010. The letter was addressed to Obelix Mahjong, Children's Services, Main Street, Biston, BN1 1NB. With no response to that and after a meeting where Obelix simply didn't turn up I wrote to the manager on 25 October 2010. The letter was addressed to The Manager, Children's Services, Main Street, Biston, BN1 1NB. The manager is Damon Markham. I was stunned by their total lack of response even to the point of apparently terminating a Core Assessment mid stream. It transpires that they were obliged to supply me with the "Statutory Complains Procedure" but had not. I wrote expressing my dismay on 7 February 2011. I eventually wrote to the Complaints Officer on 18 April 2011 at the same address as above as advised by the Statutory Complaints Procedure. It transpires that the Complaints Officer resides in Chainton and the letter is forwarded to him. His name appears to be George Trevithick. The Chainton address appears, from the Statutory Complaints Procedure photocopy I have, to be Complaints Officer, Sumshire Social Services, Plantation House, Plantation Street, Chainton, AZ1 1ZA. They were supposed to contact me within 2 working days. By the 12 May (24 days later) I was getting frustrated so I phoned 01324 567890 and spoke to a lady by the name of Tracy who said she was the Administrative Assistant (or something like that). She confirmed that they were in receipt of the letter (they have it marked as received 3 May 2011) and was surprised no one had been in touch. I have explained all of this in my original correspondence so I apologise for repeating it here. I called again a week later and the same response. I waited another week and three days after that I wrote to you.
They are obviously ignoring me. There is no way I can do more. You have access to all the correspondence at the web addresses above including the offending Initial Assessment and the Core Assessment. I cannot provide you with documentary evidence of all three stages of the Statutory Complaints Procedure because they don't exist because they are refusing to do anything about it. Even if they received the third complaint on 3 May that is now 51 days with no response.
They are acting so irresponsibly that I conclude they know that they have broken the law in more ways than one and they know they have caused us significant harm. But if my complaining repeatedly to them gets no response then what am I to do?
For completeness I have included the list of names and places that have been changed in the web edition below so you can ascertain any actual person or place from the web page and the look up list. I don't expect you to have to use this I am just giving you the information. You may also note that on the web site all dates are advanced by one day and reduced by one year (e.g. 5 Oct 1956 becomes 6 Oct 1955).

Since they have all the paperwork and they get paid healthy salaries and they have expensive copying equipment I would respectfully request that you ask them to provide all the documentary evidence. They might respond to you. Failing that, if you insist, I will make hard copies of all the documentary evidence I have and send it to you. This all adds to the damage and cost they are causing us.
