Given that Dave had not heard a dickybird from the complaints officer regarding the proposed complaint he decided that these delays were not acceptable and so signed and sent the proposal as the finished product. He had sent the proposed complaint on the Monday (14 November 2011) asking the officer to check the document and get back to him as soon as possible. By the Friday (18 November), four "working days" later, he had still heard nothing which was rude if not deliberate delaying tactics. Dave sent this email explaining what he had done and including an electronic copy of the final Children Services Stage 2 Complaint document.

Don't worry about my earlier email I have printed the complaint document out, signed and dated it and sent it with an attachment of all the relevant documents to George Trevithick with a request to ensure that you get it as soon as possible.
I have attached the complaint document to this email and the first page of the attachment (explaining what is attached in the physical copy) which is in the post to George Trevithick as I write.
