Oops! I don't think the Customer Service Adviser, Wallace Filbert, for the Local Government Ombudsman, is deliberately prevaricating but he seems to raise slightly odd points given you would expect them to know which Council was responsible for administering Social Services for a particular town. But maybe not. He wrote this back to Dave.

Dear Ms Hook,
Many thanks for your email dated 3rd June 2011 to the Local Government Ombudsman.
You mentioned that you complained in 2010 but we need to see evidence of formal complaints made in writing.
You presented the address of the council which is good but there is still no name of the council. Biston Borough Council does not look at Social Services complaints and this was the only name mentioned in your original complaint to the Local Government Ombudsman.
